Overview
Carmen Fosco is a partner at Whitt Sturtevant LLP. He focuses his practice on counseling and regulatory proceedings involving natural gas and electric utility clients.
Carmen has represented natural gas and electric industry clients before regulatory agencies and state courts. His representation of gas and electric industry clients has included public utility requests for rate increases under both test year and formula rates, reconciliation proceedings, electric supply procurement plan proceedings, and proceedings to consider implementation and approval of investment in advanced metering infrastructure (AMI) and other smart grid technologies. Carmen also handles matters involving siting and licensing of new facilities, rulemakings, utility tariffs, market restructuring, competitive supplier certification, competitive supplier compliance enforcement, competitive supplier compliance filings, and consultation on wholesale and retail energy sales issues. In addition, Carmen counsels clients on a wide range of strategic and compliance issues.
Carmen’s background has provided him with the knowledge and skills to be an effective and sought-after energy lawyer. He previously served as counsel at the Illinois Commerce Commission for fourteen years, a role in which he gained extensive experience in gas, electric, water, and telecommunications regulatory matters. During this time, he served as lead counsel in numerous proceedings including rate, reorganization, procurement, reconciliation, and rulemaking dockets.
