Overview
Carrera is an energy-regulation senior associate with experience both in-house and in government. She handles the full spectrum of electric, gas, and water utility regulation matters, including rate cases, rider reconciliations, energy efficiency programs, transmission line and facility siting approval proceedings, related condemnation authority proceedings, merger, reorganization, acquisition, and rulemakings. Carrera serves as lead counsel in numerous ICC proceedings, including at the appellate court level.
Before private practice, Carrera worked in the legal department of a public utility and later served as Legal and Policy Advisor to Commissioner Kimbrel at the Illinois Commerce Commission (ICC). At the ICC, she advised on rate and tariff approvals, eminent-domain authority, electric-transmission siting, system acquisitions, and Certificates of Public Convenience and Necessity, among other contested matters.
Carrera’s regulatory perspective is complemented by national engagement. Carrera served on the NARUC Staff Subcommittees on Critical Infrastructure, Energy Resources and the Environment, and Water; completed Michigan State University’s Institute of Public Utilities Ratemaking Course; and co-authored the 2019 NARUC–DOE Natural Gas Infrastructure Modernization Partnership handbook, Sampling of Methane Emissions Detection Technologies and Practices for Natural Gas Distribution Infrastructure.
Licensed to practice law in Illinois, Louisiana, and before the United States Supreme Court, Carrera earned her Juris Doctorate from Loyola University Chicago School of Law and a Bachelor of Arts from the University of Tennessee, Knoxville. She formerly served on both the Board of Directors and the Scholarship Fund Board of the Black Women Lawyers’ Association of Greater Chicago, Inc. Carrera also previously served on the Associate Board of Directors and now currently serves on the Board of Directors for Diverse Attorney Pipeline Program.
